Locals get land administration services from municipalities in Kavre

By Kedar Timalsina, Kavrepalanchok, (Banepa), June 25: Residents of Bhumlu and Roshi Rural Municipalities in Kavrepalanchok district can now access land administration services directly from their local governments, instead of travelling to the former Land Revenue and Survey Offices.

The services were launched following a ministerial decision made on April 23, 2026, under which the two local bodies began providing land administration services at the municipal level.

Chairperson of Bhumlu Rural Municipality, Prem Bahadur Bhujel, said the municipality formally began offering the services from last Friday in accordance with the government’s decision.

To facilitate the service, the municipality has deployed a workforce of 10 personnel, including four officials at the Nayab Subba level in land management and administration, one survey officer, four surveyors and one office assistant.

According to chairperson Bhujel, the municipality is now providing a range of land administration services, including deed registration, distribution of trace maps, transfer of land ownership and other land management and administrative services.

Similarly, Roshi Rural Municipality commenced land administration services on Monday. Chairperson Dinesh Lama said services previously delivered through the Land Revenue and Survey Offices are now available from the municipality itself.

He said the services were launched after the municipality secured the necessary user IDs, passwords, system access, essential equipment and human resources required for service delivery.

For the operation of the service, the municipality has appointed eight staff members, including personnel for the mapping section, land administration section and office support.

Chairperson Lama said the new arrangement has ended the need for local residents to take a day off work and travel to Dhulikhel to access land-related services. He added that citizens will now save both time and travel expenses by receiving the services within their own municipality.

He noted that residents have finally been able to obtain a long-awaited public service from the government closest to them.

The government had earlier decided to expand land administration services to 35 local governments across the country, including Bhumlu and Roshi Rural Municipalities in Kavrepalanchok district.
